God knows everything, that doesn't mean he's going to make us obey him. God provided the sacrifice for us to be redeemed from the hand of the enemy/Satan/evil. Adam was created in God's image, but every human born was born in the image of their parents. We are so passed the image of God that evil is natural to us. To be back in the image of God (which was God's original intent) we need to receive his Holy Spirit. We have the choice to either choose God's Spirit or the ways of Satan. God provides us a choice, he's not going to force us to do anything. Just because God knows everything doesn't mean he means for evil people in the world; it means he created humans in his image knowing that Satan would fool humans into sin causing humans to be born in the world that he didn't want to be in the world, but he has provided the provision for the humans he did intend to be in the world to be able to be redeemed from the evil of the wickedness of the world that was brought into the world through sin. There are people in the world that were not God's intent, but he's made provision for his people inspite of what those wicked people do, because he knows everything, so he knows what to do to ensure his intent will eventually come to pass. Some people that are born into the world are just wicked and full of the seed of Satan and they will never want to receive the Holy Ghost or ever will because they never was supposed to be born in the first place, but because God knows everything, he knows what they're going to do and God has a plan in place to redeem his people from that evil, the people he meant to be born. God allows evil because all things work together for his people. God already knew evil would come into the world, so he uses that evil to help bring his will to pass, which also warns us that just because God uses us doesn't mean he's for us.
