Receiving The Holy Ghost

Nowhere in the epistles do we see anyone receiving the Holy Ghost. Other than Jesus blowing on the disciples, the book of Acts is the only place where we see people receiving the Holy Ghost. Even when Jesus blew on the disciples they didn't receive it until the book of Acts, which I believe was the reason for the rushing mighty wind. The book of Acts is the only book that gives us the model of receiving the Holy Ghost and tongues always came with the Holy Ghost and that's the reason the apostle asked the people "have you received the Holy Ghost since you believed", because you can be a believer without having the Holy Ghost. Speaking in tongues is the evidence of receiving the Holy Ghost. Prophecy is a loose sign, because sinners can even prophesy as seen through the Cretians.
