Apostle Paul had already reached perfection as a Christian, that's why in that scripture he admonished those that have already reached perfection as Christians, not to flaunt, but take on the position of reaching for a greater position in God, that's why he said he count not himself to have apprehended, he wasn't talking about apprehending overcoming sin, he had already done that, he was talking about apprehending his position that God called him to as an apostle, he considered himself the least of the apostles. This is why in Hebrews, the writer says that he wanted to move on from talking about dead works, which is sin, and talking about greater things. It doesn't necessarily have to take an entire life to overcome sin. Once we overcome sin, we should be focusing on reaching the position that God called us to be in. He had already apprehended the perfection of his culture, which was the Law, but he said he counted that as dung compared to the perfection that’s in Christ. He’s saying that when you think you’ve reached perfection, to keep the mindset of reaching for the perfection of Christ, so that you don’t get prideful or discourage others who are still struggling. The perfection apostle Paul said he was reaching for was the resurrection from the dead, that's why he said that he hadn't apprehended.
