When the Bible says that there is no power, but God, it's saying whoever is in authority is there because God placed them there. God has certain people in power, so that his will will be done, whether he has them in power, so they can do evil, so that God can bring about judgment or whether they're in power, so that God can glorify the saints, God is still in control. God is doing things whether they're evil or good to bring about the Antichrist, so he can judge the wicked and bring about his (the true Christ) ultimate rule
